A Foundational Digital Infrastructure for SEEA-Aligned National Accounts

Bhutan’s environmental data currently exists across multiple agencies, formats, and methodologies. While monitoring and sectoral reporting systems exist, there is no unified statistical production layer capable of transforming heterogeneous datasets into SEEA-compliant national accounts.
DHI InnoTech’s backbone addresses this structural gap.
The system performs five tightly scoped functions aligned with SEEA compilation guidance:
Data Ingestion- Bringing administrative records, monitoring data, surveys, and external datasets into a controlled statistical environment with validation and mandatory metadata capture.
Harmonisation and Standardisation- Aligning:
Economic data to ISIC classifications
Environmental variables to SEEA asset and flow categories
Units (volume, mass, energy) to SEEA-consistent standards
Time (monthly/quarterly to annual accounting periods)
Space (national, basin, regional accounting units)
Accounting Structuring - Storing harmonised data directly as:
Physical flow tables (e.g., energy supply and use, emissions, water flows)
Monetary flow tables (valuation of products within the economy)
Metadata, Provenance, and Linear Management- Ensuring every figure is traceable, versioned, and quality-flagged- enabling reproducibility, revision policies, audit, and statistical sign-off.
Output Assembly- Generating publication-ready SEEA tables, ecosystem accounting inputs, climate MRV outputs, SDG indicators, and public finance analytics from a single accounting-grade data store.
The system is policy-agnostic by design. It does not embed valuation assumptions, sectoral priorities, or fixed indicator sets. Instead, it provides one durable backbone capable of supporting multiple policy lenses over time.
Implementation (as of now) is planned to follow an incremental pathway:
Phase 1: Physical flow pilots (energy, water, emissions)
Phase 2: Expanded asset accounts
Phase 3: Ecosystem extent and condition accounts
Phase 4: Monetary valuation (where appropriate)
This phased approach mirrors how SEEA has been successfully adopted globally.
Why this Matters Now
_** **_As countries accelerate climate commitments, biodiversity monitoring, and sustainable finance frameworks, the demand for credible, publishable environmental-economic accounts is growing rapidly. Without a harmonised statistical backbone environmental data remains fragmented, indicators cannot be elevated to official accounts, policy decisions lack accounting-grade transparency, and international reporting becomes duplicative and resource-intensive. Bhutan has the opportunity to implement SEEA pragmatically and incrementally- avoiding “big-bang” reform while building institutional confidence year-on-year. A backbone-first approach de-risks early NCA initiatives and ensures long-term national readiness for SEEA CF, SEEA Ecosystem Accounting, climate MRV, and SDG reporting.
Why Bhutan and Why InnoTech
Bhutan’s governance model and national development philosophy already recognises the value of environmental stewardship. The next step is institutionalising that value within official statistical systems. InnoTech’s comparative advantage lies in system design under institutional complexity, digital MRV and data infrastructure, and building platforms that outlive mandates, teams, and cycles. InnoTech is positioned not as a policy owner or statistical authority, but as a systems enabler- designing infrastructure that reduces coordination friction, preserves institutional mandates, and supports long-term national assets. Few institutions are structurally positioned to build such a cross-cutting digital accounting layer.
Investment Required/Project Cost:

Initial support is sought for Phase 1 pilot (physical flow accounts- energy module scaling), core infrastructure development and integration, and institutional onboarding and capacity building. Partnerships and Collaboration
**The initiative is designed as a multi-institutional platform. Collaboration pathways include: **
**a) National statistical authorities for compilation standards and sign-off, **
**b) Line ministries (energy, forestry, water, environment) as data providers, **
c) Climate MRV and SDG reporting bodies,
** d) Academic and technical partners for methodological validation,**
e) Potential integration with biodiversity monitoring platforms.

The proposed geothermal program is a multi-phase initiative led by Druk Holding and Investments (DHI) to unlock Bhutan’s geothermal potential across multiple Dzongkhags such as Gasa, Punakha, and Gelephu:
Electricity Generation – Deploy small-scale electricity generation providing baseload renewable power to the grid.
A mini ‘Fab Lab’ platform that equips Bhutanese schools with digital fabrication tools, teacher training, and ongoing technical support to drive hands-on STEAM learning and student-led innovation.
Druk Holding and Investments (DHI) was established with a mandate to enhance the performance and value of its portfolio companies and safeguard national wealth for all generations of Bhutanese through prudent investments. Over the past decade, DHI has built a diversified group of companies operating across key sectors — energy, telecommunications, finance, manufacturing, technology, and services.
